In Proportionate Response, you take on the role of a country that recently has been attacked by a neighboring nation harboring hostile terrorists. You assume control of the attacked nation and need to determine how best to respond. While peace is an option, it is very difficult to achieve, and waiting for conditions to change will likely result in terrorist forces strengthening or attacking you once again. As such, you must manage resources to determine how to retaliate, most responses likely to result in more civilian casualties than combatants. The game ends either when a peace is attained or all enemy combatants are killed.
